Why make stone men while building Great Wall of China

When Great Wall of China was built ,many people were dead and farmers were less and less. The emperor worried about how to do. He called out his ministers and seek the opinion of the ministers. One minister said, “Maybe we need god to help.” “Can you make it more specific?”the emperor asked. The minister answered “We make some stone men and convey them across the country. If the stone men can talk and the stone horse can whinny , the local people will be dispensing with service.” The emperor was glad to hear it and said “Good idea!Just go ahead.”
